In an earlier news bulletin I mentioned that I hoped the
new National VET Regulator - Australian Skills Quality Authority
(ASQA) would not change the RTO fee structure.
ASQA has released the proposed fee schedule, which has been
developed along the lines of a cost-recovery model. This means that
if approved, in most cases fees will increase
dramatically.

It is of primary importance that RTOs avail themselves of the
proposed structure. Public consultation has been offered, however,
the closing date is 6 May 2011. To view the Cost Recovery Impact Statement and to comment on

Fee increases will be a major impact for smaller RTOs and in some
cases may determine the future viability and in fact may force the
closure of many in this group.
My recommendation is that you read through the associated
documentation, and contact ASQA with your comments. Moving forward,
don’t give up: complete a viability analysis with regard proposed
fee structure, consider all the pros and cons, think outside the
box and look at a diversification strategy.
