The
VET Quality Framework - Self Assessment Audit Toolbox
This document has been developed by a qualified auditor;
it has been used in the auditing of a number of NVR RTOs since July
2011.
The VET Quality Framework (VQF)
Audit Toolbox comprises:
- Standards for NVR Registered
Training Organisations (SNR)
- Fit & Proper Person Requirements
(FPPR)
- Financial Viability Risk Assessment
Requirements (FVRAR)
- Data Provision Requirements
(DPR)
- The Australian Qualifications
Framework (AQF 2011)
Conditions of Registration
An NVR registered training organisation must comply with
the conditions set out in sections 22 to 28 and with any conditions
imposed on the organisations registration under subsection 29 (1)
of the National Vocational Education and Training Regulator Act
2011.
Risk Mitigation
The Standards (SNR) for NVR RTOs SNR 6.2 and SNR 17.2
talks about the use of systematic and continuous improvement
approach to the management of operations. One such strategy is the
use of Internal Audits - Self Assessments against the relevant
Standards in regard to the VET Quality Framework. As a Risk
Management Process it is recommended by Skynet Education that RTOs
conduct Internal Audits. This will highlight any non compliances
and areas for improvement, and demonstrate to the registering
authority that they have completed risk analysis and continuous
improvement activities showing commitment as a quality education
provider.
The
Audit Toolbox
The VET Quality Framework - Audit Toolbox has been
developed to support RTOs with their Internal Audits. There are
over 270 questions
provided in this toolbox, these questions look at sections of the
VET Quality Framework and also provide lists of suggested evidence.
The toolbox is comprehensive with over 90 pages of total content, but this does
not necessarily mean that the RTO must provide evidence to meet
each question to ensure they are compliant. The RTO must determine
the sections and questions to complete in regard the size and
complexity of their organisation. Remaining that the focus of the
National VET Regulator (ASQA) is on Risk. This audit document may
also be dissected into non linear format so that the RTO may
schedule 'mini' audits during each year and focus on a specific
group of standards.
The structure is comprehensive and
yet easy to navigate and looks at each standard in the SNRs: SNR15
to SNR25 plus specific areas of associated legislative instruments,
e.g. Fit and Proper Person Requirements, Financial Viability Risk
Assessment Requirements, Data Provision Requirements and AQF 2011.
The format provides sample questions that an auditor might ask, and
suggested list of evidence that the RTO might provide. This
document will assist RTOs in determining their level of
compliance.
